This is especially true in a period marked by federal paralysis, where state and local governments are taking the initiative in environmental, social and economic arenas. This course examines the range of state and local government authority, as well the constitutional, statutory and practical limitations on its exercise. The course introduces students to the key elements of public finance, including innovative financing methods for state and local governmental initiatives. Method of evaluation: Various including problem-solving and writing projects.
