Biography

In addition to teaching the fall Legislation course and the spring Legislative Clinic, David Hall serves as one of 15 attorneys with the Vermont Legislative Council, which provides nonpartisan legal and administrative staff to all 180 members of the Vermont General Assembly. Council staff attorneys draft bills, amendments, and resolutions of the general assembly, and provide objective legal and policy advice to committees of jurisdiction, leadership, and individual members in their respective subject areas. Hall staffs a wide variety of legislation in two subject areas: agriculture, and commerce and economic development. Prior to joining the Legislative Council, he worked as an associate attorney at a large Vermont law firm representing a variety of regulated business entities, from captive insurance companies and energy and utility firms to land use and development businesses. He lives on his family’s organic dairy farm in Williston with his wife and three children.
