Biography

Jen Duggan is the General Counsel for the Vermont Agency of Natural Resources and manages the legal services for the Agency. She leads the Agency’s Office of General Counsel, which includes the Agency’s Enforcement and Litigation Section and the team of lawyers representing the Departments of Environmental Conservation, Fish and Wildlife, and Forest, Parks, and Recreation. The scope of legal services the Agency’s lawyers provide is broad and includes drafting and reviewing policies and permits, rulemaking, and providing general legal advice on Agency matters. The attorneys in the Enforcement and Litigation Section also represent the Agency in litigation before the Environmental Court and other administrative bodies, Act 250 proceedings, and enforcement matters.

Prior to her position with the Agency of Natural Resources, Jen worked as a Managing Attorney for the Environmental Integrity Project (EIP), a non-profit organization committed to the enforcement of environmental laws that protect public health and equal access to a clean and healthy environment. At EIP, she managed the organization’s Coal-Free Waters Campaign and represented grassroots organizations and other groups in administrative permit proceedings, citizen enforcement actions, and federal and state rulemakings pertaining to coal plants, oil refineries, and other large sources of pollution. During her time at EIP, Jen developed and co-counseled litigation requiring the U.S. Environmental Protection Agency to limit toxic discharges from coal plants for the first time; developed and co-counseled litigation requiring clean up of three coal ash landfills; and persuaded a state environmental agency to withdraw construction permits for two waste coal power plants. Before joining EIP, Jen interned for the Sierra Club Environmental Law Program in San Francisco and worked as a student clinician for the Environmental and Natural Resources Law Clinic in South Royalton, Vermont. Jen graduated magna cum laude from Vermont Law School in 2007, earning her JD and Master of Studies in Environmental Law (MSEL). She graduated cum laude from Eckerd College with a BA in Environmental Studies and Anthropology in 1999.
