Biography
Catherine McLinn is an attorney with the Vermont Office of Legislative Counsel, providing nonpartisan legal, policy, and drafting services to the Vermont General Assembly on matters relating to human services and public health. During her career at the Office of Legislative Counsel, she has written hundreds of bills on a wide variety of topics, including on public benefit programs, child care and early education, substance use disorder, mental health, and environmental health. As counsel for these subject areas, Catherine regularly appears before the Senate Committee on Health and Welfare and the House Committees on Health Care and on Human Services. Prior to joining the Vermont Office of Legislative Counsel, Catherine served as a Law Fellow at the Environmental Law Institute in Washington, D.C. She is a graduate of Vermont Law School’s J.D. and M.S.E.L. programs and Connecticut College.
