Biography

Holly Geneva Stout, LLM ’14, is an attorney working in California for the Department of Water Resources.  She is primarily working on a program that invests public funds in public benefits associated with water storage projects.  The benefits may include ecosystem benefits, recreation benefits, and water quality benefits, among others.  Before working at the Department of Water Resources, she was the primary attorney on California’s first-in-the-nation sector based cap-and-trade program at the California Air Resources Board.  She has taught Climate Change and Mitigation and Climate Change, Adaptation and Extinction in the Online Learning Program.
