Biography

Holly has made her career at the intersection of law, communications, and technology. After clerking for the Vermont Supreme Court, Holly joined Vermont’s largest law firm working in utilities law and spectrum-based communication networks. She was invited “in house” to build the legal department at Crown Castle International (NYSE:CCI) headquartered in Pittsburgh. In 2012 Holly returned to Vermont and has continued to work on the development of cellular and broadband networks, including equitable access to broadband. In 2015 she became CEO of Vermont PBS, a state-wide public television broadcaster, raising $56M in the 2017 FCC spectrum auction and framing the merger with Vermont Public Radio that secured the future of public media for Vermont. She serves as the Vermont House of Representatives’ appointee to the Vermont Community Broadband Board, on the board of the Vermont Arts Council, and as a selectboard member in her town. She especially valued her VLS experience, including as a research assistant to Professor Norman Williams (now deceased), renowned land use, historic preservation, and equitable regulation scholar. As a 3L, she was appointed as the student representative to the Vermont Law School Board of Directors’ dean search committee (Dean Douglas Costle) and was presented the VLS Alumni Award for Outstanding Contribution to the Law School Community. Holly’s a wife, a mom, a daughter, a sister, and loves living in rural Vermont .
