Biography

Johanna Thibault is an environmental and energy law professional with over a decade of environmental permitting, compliance, planning and energy law practice experience. Her background and legal experience has a strong emphasis in environmental and energy law, including pre-law school environmental consulting practice as a project manager in a firm’s energy group for nearly eight years; a two-year judicial law clerkship with the Nuclear Regulatory Commission; an attorney-advisor for the U.S. Army as a general practice attorney including administrative law matters; and most recently a masters of laws (LL.M) in environmental law with an energy law certificate. While an energy law academic and professional, Ms. Thibault prepared several articles that identified emerging legal issues, evaluated legislative proposals, and assessed implications of government programs.
Her energy projects and cases have addressed pipeline (wastewater/water and oil and gas) and fiber optic networks, transmission lines, airport expansions, in-water dredging, city planning, wastewater treatment facilities and recycling plants, nuclear power plants, hydroelectric facilities, and wind farm development. Most recently, her energy law experience has had particular concentration on energy policy advisement for renewable energy development, administrative law interpretation, and energy security issues.
 
While in Germany, Ms. Thibault collaborated with the Helmholz Center for Environmental Research in Leipzig, working specifically with a land use attorney and her specialized team of economists and ecologists to publish the results of legal research on comparative law analyses regarding sustainability practices in multiple countries including Germany and the U.S. She is an associate with Plains Justice (PJ), a not for profit organization that provides a legal and scientific voice for northern Great Plains communities to conserve natural resources and make the transition to a new energy future. Her legal work with PJ includes research and preparation of white papers to support the organization's mission. Moreover, she is an active contributor to the American Bar Association’s Section on Environmental and Energy Law including newsletter and year-in-review publications.
Ms. Thibault received her undergraduate degree in Environmental Studies at the University of Nevada, Las Vegas (1996), and her Juris Doctor (cum laude, 2007) and LL.M. in Environmental Law with an Energy Law certificate (summa cum laude, 2015) from Vermont Law School.
